SUMMARY:A CYBERATTACK: Can it Cause an Oil Spill? It's Not Just an IT Issue
DESCRIPTION:Can a ship be hacked? Can a vessel’s navigation systems or propulsion be the victims of a cyberattack? Can a pipeline\, refinery\, or offshore platform Operational Technology (OT) environment be attacked with intent to cause an environmental release or create a safety hazard for the people living or working in proximity? Has this already happened? \nMost are aware of the very real risk and capability for an attack on the IT enterprise systems of a company. Our panel of experts will raise awareness as to the risk to the environment and the very real possibility of a cyberattack impacting OT systems to cause an oil spill. \nWhen OPA 90 was first enacted\, Congress\, industry and regulatory agencies envisioned the impetus for an oil spill to come from mechanical failure\, human error\, or natural disaster\, not the deliberate hack of an OT or Industrial Control System (ICS). But\, in today’s world\, this is a very real risk\, depending upon the level of prevention\, preparedness and response capability the operator has invested into their systems. \nThe OPA 90 Forum invites you to join a panel of experts as we explore the real possibility of an oil spill caused by a cyberattack. Such a possibility was not envisioned at the enactment of OPA 90. The Forum is hosting this event to raise awareness of these risks and the importance of their mitigation. \nAdmiral Thad Allen\, 23rd Commandant of the US Coast Guard\, will offer opening remarks and moderate this 90-minute discussion.
