British intelligence officials seemed shocked at the salacious nature of much of the webcam content they pilfered from Yahoo account holders, but they managed to set aside their discomfiture and keep looking — for years. The GCHQ, the UK’s NSA, was on the lookout for terrorists, of course, but any Yahoo user who might have had a name kind of similar to one of its targets was fair game.
