The New Rules of Booze: Customers, makers benefitting as landscape shifts

The Fine Wine & Good Spirits store on Lancaster Avenue in the heart of Wayne is not your old Fine Wine store.

That’s what Charlie Mooney, executive director of the Pennsylvania Liquor Control Board, said on a hot and sunny afternoon inside the air-conditioned comfort of one of the Board’s newest locations.

“Everyone always talks about where the liquor store is going to be in 10 years. Is it ever going to be privatized? That’s never going to happen,” said William W. Keffer, a partner at Montgomery McCracken Walker & Rhoads in Philadelphia. “Are people buying wine in grocery stores? They are, but if they want to buy spirits [from out of state], they have to go to the liquor stores.”
