Major Cannabis Updates: MORE Act and 2020 New Jersey Ballot Question

There are two major updates in the cannabis world this week.

First, on November 20, the U.S. House of Representatives House Judiciary Committee approved the Marijuana Opportunity Reinvestment and Expungement (MORE) Act to federally decriminalize cannabis. The MORE Act would remove cannabis from the Controlled Substances Act. The legislation would also require federal courts to expunge past cannabis convictions. The bill must still be brought to the floor of the House for a vote. The Senate companion bill has been introduced by Sen. Kamala Harris (D-CA).

Second, on November 19, New Jersey legislators proposed a 2020 ballot question that would ask if the state should legalize recreational cannabis for adults over the age of 21. The question also proposes a sales tax of 6.625%. To be placed on the 2020 ballot, lawmakers must approve the question by at least a three-fifths majority in one legislative session, or if the question is approved by less than three-fifths’ majorities, in two back-to-back sessions.
