The testimony of a top aide to New Jersey Gov. Chris Christie on Monday could be a pivotal moment for a legislative investigation into the George Washington Bridge closures, which has struggled to maintain momentum.

Chief of Staff Kevin O’Dowd will be the highest-ranking member of the Christie administration to appear so far before the New Jersey Select Commission on Investigation. His testimony offers both risks and rewards for the administration as it seeks to distance itself from the scandal.
